Dr. Garcia had originally met the young William "Bill" Jefferson Clinton when he was a young intern working on the presidential campaign of George McGovern. It developed into a long term relationship between the two. They last spoke by phone in 1996 on the day of the dedication of the Dr. Hector P. Garcia Memorial Plaza at Texas A&M University Corpus Christi shortly before Dr. Hector's death in July of that year.
